Executive Order No. 45 establishes the Philippine Reference System of 1992 (PRS 92) as the standard reference for surveying and mapping activities in the Philippines, supporting sustainable management of the environment, natural resources, and infrastructure, with a transition period until 2000 for the integration of old surveys into the new network.

The National Mapping and Resource Information Authority (NAMRIA) is mandated to establish the nationwide geodetic control network.

The new geodetic control network was established using the Global Positioning System (GPS) technology.

PRS 92 upgraded the old geodetic control network and supports integrated surveying and mapping programs critical for sustainable management and development of the environment, natural resources, and infrastructure activities.

The Executive Order took effect immediately upon its signing on January 5, 1993.
