The Professional Regulation Commission adopts a revised vision, mission, and core values to enhance its role in ensuring the competence of professionals through credible licensure examinations and standards, reflecting modernization efforts and stakeholder input.

Republic Act No. 8981, also known as the PRC Modernization Act of 2000, grants the PRC the power to administer, implement, and enforce regulatory policies concerning professional regulation and licensing.

The purpose was to address new functionalities brought about by PRC's modernization efforts and to provide direction and guideposts relevant to the changing needs of the professions, ensuring full realization of the PRC Modernization Law.

The stakeholders included PRC Central and Regional officials and employees, and the chairmen and members of the 43 Professional Regulatory Boards (PRBs).

Three versions were considered: the original version crafted in 1997, the modified version in 2005, and the suggested version in 2007.

The modified version from 2005, originally developed during the time of Chairperson Alcestis Guiang, was adopted.

The PRC Vision is: 'The Professional Regulation Commission is the instrument of the Filipino people in securing for the nation a reliable, trustworthy and progressive system of determining the competence of professionals by credible and valid licensure examinations and standards of professional practice that are globally recognized.'

The PRC Mission is: 'To deliberately, scientifically and consistently determine the competence of professionals through the provision of professional standards and judicious issuance of professional license.'

The PRC Core Values are Professionalism and Integrity (P), Responsibility, Unity and Accountability (R), and Competence and Excellence (C).

It was adopted during the 2009 Commission Planning Conference on January 15, 2009, in Tagaytay.

The resolution was signed by Nicolas P. Lapeña, Jr., Chairman; Nilo L. Rosas, Commissioner; and Ruth R. Padilla, Commissioner.
