Q&A (CSC MEMORANDUM CIRCULAR NO. 25)

The purpose is to adopt a Basic Supervisory Development Course as an introductory part of the Middle Management Development Programs to equip new and existing supervisors with management and administrative skills necessary for efficient, effective, and accountable supervision in government agencies.

The mandate is under Section 7, Rule VIII of Executive Order No. 292, also known as the Administrative Code of 1987.

The course targets entering supervisors (employees about to be promoted), new supervisors (inexperienced or with less than six months supervisory experience), and incumbent supervisors (with one to over five years supervisory experience but lacking basic supervisory training).

The course has seven modules: 1) Nature of Supervisory Roles and Functions, 2) Managing the Supervisory Job, 3) Understanding Human Behavior at Work, 4) Helping Employees Meet Organizational Standards and Goals, 5) Preventing and Resolving Counterproductive Situations, 6) Self and Personnel Development Strategies, and 7) Development of an Action Plan.

The course uses a mix of lecture-discussion, behavior modeling techniques, caselettes, workshops, action planning, role playing, and participant-centered learning strategies where facilitators act as guides and resource persons.

Executive Order No. 292 mandates each government department, agency, or local government unit to design, implement, and evaluate in-service training programs solely or in coordination with the Civil Service Commission and/or other government institutions.

The course is designed to be completed in one week or five days.

Supervisors are expected to clarify their roles in the organization, update knowledge and skills, apply basic management tools, manage organizational conflicts, develop self and employee development strategies, and prepare action plans to improve work performance.

Participants who complete the course requirements, including attendance, participation, tests, and projects, are awarded a Certificate of Training.

Evaluation includes pre- and post-tests to measure learning outcomes and short questionnaires after each module to assess attainment of objectives and participant reactions.
