Executive Order No. 533 establishes the Integrated Coastal Management (ICM) Policy in the Philippines, aiming to promote sustainable development and protect coastal and marine resources through interagency coordination, public awareness programs, and the involvement of various stakeholders.

Integrated Coastal Management (ICM) is adopted as the national policy framework to promote sustainable development of the country’s coastal and marine environment and resources.

ICM shall be implemented in all coastal and marine areas, including associated watersheds, estuaries, wetlands, and coastal seas.

The Department of Environment and Natural Resources (DENR), in consultation with other concerned agencies, sectors, and stakeholders, is tasked with developing the National ICM Programme.

Key elements include an interagency multi-sectoral mechanism, coastal strategies and action plans, public awareness programs, integration of ICM into national and local development plans, capacity building, integrated environmental monitoring, and sustainable financing mechanisms.

LGUs act as frontline agencies in formulating, planning, and implementing ICM programs, aligning with the National ICM Programme and coordinating with stakeholders, allocating resources, and involving barangays in coastal resource management.

NGOs, civic organizations, academe, people’s organizations, the private and corporate sectors are engaged in planning, community organizing, research, technology transfer, information sharing, investment, and training activities related to ICM.

The Department of Education shall integrate ICM principles into primary and secondary education curricula, including subjects such as Science, Biology, and Sibika.

Funds shall be allocated from national and local government budgets, local and international grants or donations, loans and financing mechanisms identified by financial institutions, tax ordinances, internal revenue allotments, user-fee schemes, and public-private partnerships.

The DENR shall submit an annual progress report on the National ICM Programme to the President, and LGUs shall submit annual progress reports on local ICM implementation to the DENR.

The Order promotes interagency and multi-sectoral coordination mechanisms to overcome jurisdictional divides, ensuring efficient and sustainable resource use through integrated planning and management.
