Section 9 (h) of Republic Act No. 8559, otherwise known as the Philippine Agricultural Engineering Act of 1998, mandates the Board to prescribe and/or adopt a Code of Ethical and Professional Standards for the practice of agricultural engineering.
The PAES Volume 1, series of 2001 serves as the Code of Technical Standards of Agricultural Engineering and is intended to be used as a technical reference by all agricultural engineers in signing and sealing plans, designs, specifications, and other related works in the practice of their profession.
The Board worked in collaboration and consultation with the Integrated and Accredited Association of Agricultural Engineers (IAAE) and concerned government and private agencies to prepare and promulgate the Code of Technical Standards.
Section 40 of the Rules and Regulations implementing R.A. 8559 mandates the preparation, development, and promulgation of a Code of Technical Standards of Agricultural Engineering.
The Code contains standard design and test procedures, material and process specifications of agricultural, aquaculture, and fishery machinery, structures, processes, and other agricultural engineering systems.
The Board adopted the Philippine Agricultural Engineering Standards, Volume 1, series of 2001, through Board Resolution No. 05, S. 2002, dated October 1, 2002.
The Board recommended that these departments adopt the Philippine Agricultural Engineering Standards as the technical reference in implementing the National Building Code concerning the design, construction, and repair of agricultural buildings and structures.
The resolution became effective fifteen (15) days after its publication in the Official Gazette or any newspaper of general circulation following its approval by the Commission.
The resolution was adopted by Chairman George Q. Canapi, Members Ariodear C. Rico and Domingo F. Tabbal, and attested by Secretary Carlos G. Almelor. It was approved by Chairperson Antonieta Fortuna-Ibe and Commissioners Alfonso G. Abad and Avelina De La Rea-Tan.
The Board's power is vested under Section 9 of R.A. 8559 (Philippine Agricultural Engineering Act of 1998) and Section 9 of R.A. 8981 (the PRC Modernization Act of 2000).
