Title
Ban on tinted windows on public vehicles Metro Manila
Law
Ppkm Mmda Regulation No. 03-006 Series Of 2003
Decision Date
Nov 13, 2003
The Metro Manila Council enforces a ban on tinted, colored, or obstructive window coverings in public utility vehicles to enhance passenger safety and deter criminal activities, imposing fines and removal of such devices for non-compliance.

Questions (PPKM MMDA REGULATION NO. 03-006 SERIES OF 2003)

The regulation states that it is adopted pursuant to Section 5(f) of Republic Act No. 7924.

DOTC Department Order No. 93-693, Series of 1992.

Dark tinted, colored or painted windshield/window glass, curtains, blinds, and other similar devices that obstruct the view from the outside.

Public utility buses, jeepneys, FXs, taxis, and school buses operating within Metro Manila.

The device must obstruct the view from the outside (i.e., it results in dark tinting/coloring/painting or the use of curtains/blinds that block outside visibility).

A fine of Five Hundred Pesos (₱500.00).

No. The regulation also authorizes outright removal of curtains/blinds and similar devices; for darkly tinted/painted glass, MMDA can remove the tint/paint at the owner/operator’s expense.

The MMDA Traffic Operations Center is authorized to remove the tint/paint at the expense of the owner/operator.

That the vehicle is a covered public utility vehicle operating within Metro Manila and that the windshield/window glass or coverings used actually obstruct the outside view (e.g., dark tinting/color/paint, curtains/blinds).

Fifteen (15) days after its publication in two (2) newspapers of general circulation in Metro Manila.

To ensure the safety of the riding public and prevent robbery/hold-up inside public utility vehicles, by reducing opportunities for criminals.

It notes that despite DOTC Department Order No. 93-693 (1992), use of curtains/dark tinted glass/blinds remains rampant on public utility vehicles; hence MMDA considers it necessary to reinforce and implement the prohibition.

It applies throughout Metro Manila.

That the device does not obstruct the view from the outside, or that the vehicle is not among the covered types (e.g., not a public utility bus/jeepney/FX/taxi/school bus) or does not operate within Metro Manila.

Curtains/blinds and similar devices are subject to outright removal; for darkly tinted/colored/painted windshields or window glass, MMDA may remove the tint/paint at the owner/operator’s expense.
