It is a presidential issuance adopting a new salary (basic pay) schedule and longevity pay scale for officers and enlisted men of the AFP, and directing codification of certain allowances (quarters, subsistence, and clothing) as part of the terms and conditions of employment.
Officers and enlisted men of the AFP, including commissioned officers of the Bureau of Coast and Geodetic Survey; cadets of the Philippine Military Academy and Philippine Air Force Flying School; and trainees of the AFP.
It adopts a new compensation schedule and a new longevity pay scale, and provides that provisions for quarters, subsistence, and clothing allowances shall be codified and made part of the system of terms and conditions of employment.
They take effect May 1, 1979.
Any change must first be approved by the President upon recommendation of the Minister of National Defense and the Minister of the Budget.

Quarter allowance is granted in accordance with a rank-based monthly scale specified in the Letter (different amounts for General to Second Lieutenant; and for Master Sergeant down to Private First Class/Private).
Cadets of the PMA and PA Flying School: P10.00 daily; other AFP personnel (including officers, enlisted men, trainees undergoing military training, draftees, probationary second lieutenants/ensigns, and ROTC cadets during summer camp/training/assembly tests): P6.00 daily.
Yes. Additional subsistence allowance is granted for officers and enlisted personnel, probationary second lieutenants/ensigns, draftees, and trainees on duty at specific stations (e.g., AFP Long Lines, relay sites, Air Defense Alert Centers) and isolated areas where personnel are on 24-hour alert, at the rate of P1.00 daily (and additional specific sea-duty rates for Navy officers and enlisted personnel).
It shall be given in kind in accordance with the provisions of Ministry of National Defense Circular No. 18 dated February 1975.
It is paid as a cash equivalent to the total present cost of the prescribed clothing items under Paragraph 3a of MND Circular No. 18, provided the reenlistee possesses the minimum clothing requirements as certified by the immediate commanding officer.
The orders of discharge and reenlistment are required to support the claim for cash payment.
They may be authorized cash settlement with prior approval: from General Headquarters AFP when assigned within GHQ/HSG and AFPWSSUs, and from Major Service Commanders when assigned in Major Services, plus certification from company commanders that they have the minimum number of military clothing required on hand.
Enlisted personnel are entitled to an additional clothing allowance of P20.00 paid in cash upon each reenlistment if entered into within two (2) months after discharge upon expiration of term of reenlistment; it is collected together with the initial clothing allowance.
A basic clothing allowance of P360 per annum shall be paid to each officer and enlisted man, either in kind or cash as may be determined by the Chief of Staff AFP and approved by the Minister of National Defense.
Yes. The above provisions for quarters, subsistence, and clothing allowances also apply when appropriate to commissioned officers of the Bureau of Coast and Geodetic Survey.
They continue to be governed by existing law, decrees, presidential directives, and directives of the Minister of National Defense, and are not replaced by this Letter.
Amounts appropriated for salary increases in AFP budgets are used first; any deficiency is covered by salary lapses and other personal services savings, and any remaining deficiency is covered by the salary adjustment fund in the 1979 General Appropriations Act and budgetary reserves.
It states that the Minister of the Budget, directed under LOI No. 840 to study in coordination with the Minister of National Defense the compensation plan of the military component of the AFP, already submitted a recommendation.
