It provides guidelines for (a) the surrender and possible transfer of private number plates when a vehicle’s classification changes from “private” to “for hire,” and (b) the issuance of appropriate “for hire” plates with different letters/numbers so that converted vehicles are properly plated and records/accounting are not confused.
They shall be surrendered to the LTO office or agency where the converted motor vehicles are to be registered.
The converted vehicle must be issued the appropriate “for hire” plates using any available for-hire plates in the registering office/agency.
It prohibits deferring or postponing the issuance of “for hire” number plates in any case.
Any available number plates shall be issued nonetheless.
All transactions involving change of classification must be recorded, indicating the surrendered “private” plate number, issued “for hire” plate number, file number, motor and chassis numbers, and the name and address of the owner.
A separate logbook must be maintained to record the issuance/transfer of surrendered private number plates, including the motor and chassis numbers of the receiving vehicle, file number, and the owner’s name and address.
They must show on their faces the “for hire” plate number and the “private” plate number, with the private plate number enclosed in parentheses.
It must show on their faces the plate number and the letters “SR” to indicate that the number plates issued are surrendered number plates.
They must conduct a physical inventory of all unissued “for hire” motor vehicle number plates and within one month from effectivity, cause equitable allocation and distribution to their respective district offices.
They must submit to the LTO Assistant Secretary copies of the inventory and reports on the allocation and distribution within two (2) months from the date of effectivity.
It takes effect fifteen (15) days after the filing of copies with the Office of the National Administrative Register and the publication in a newspaper of general circulation once a week for three (3) consecutive weeks.
The memorandum directs dissemination and strict implementation of the Order, and clarifies that surrendered private number plates referred to in the second sentence of Section 1 must be returned to Central Office, Plate Section for mutilation by PMP to avoid confusion if reissued.
