The Philippine government establishes the Maharlika Village project in Bicutan, Taguig, Rizal, with an Administrative Committee overseeing the development and management of the village, including the subdivision and titling of land, construction of infrastructure, and implementation of various facilities, all financed through a government loan.

Proclamation No. 1081 dated September 21, 1972 is cited as a basis for initiating and accomplishing the project for Muslims in accordance with the policy on Muslim Mindanao.

The policy objective is the economic, social, and cultural development of Muslim Mindanao, and the concern for the Muslim population by initiating and accomplishing a project for Muslims within the national community.

The land proclaimed and set aside for the Maharlika Village at Bicutan, Taguig, Rizal.

The Executive Secretary (as Chairman), the Chief of Staff of the Armed Forces of the Philippines (AFP), and the Presidential Assistant on Housing and Resettlement Agency, or their duly authorized representative.

(1) Undertake subdivision and titling of the released land in the name of the Maharlika Village; and (2) make and implement the development scheme covering specified facilities (housing, cemetery, infrastructure, school, shopping/tourist center, cultural community center, park facilities, auditorium, mosque, market, student dormitories, clinic, water system, drainage, electrification, and security measures).

The Executive Secretary shall appoint the Project Officer to administer the Village in accordance with the Instruction and rules/regulations imposed by the Administrative Committee for efficient management.

The AFP Chief of Staff, through the Corps of Engineers, is tasked to undertake immediate construction of the access road to the Village.

Upon finalization of the plan, the AFP (through the Corps of Engineers) shall undertake all infrastructure work, including establishment of the water system, drainage, and electrification facilities for the area.

To implement the project study involving low-cost housing and related facilities such as cemetery, electrification, school, shopping and tourist center, cultural community center, park facilities, student dormitories, auditorium, market, clinic, and similar facilities.

It shall be financed through a loan from any government financing institution, provided it is self-liquidating and economically feasible.

P. 5 million is released to the Administrative Committee for initial development of the Maharlika Village from the General Funds.

It is authorized to issue rules and regulations for management of the Village and administration of the Village, including disposition and transfer of titles to qualified Muslim applicants.

The Instruction lists: housing, cemetery, infrastructure, elementary school, shopping and tourist center, cultural community center, park facilities, auditorium, mosque, market, hostel student dormitories, clinic, water system, drainage, electrification, and security measures.

The project financing via a government loan must be structured such that the project can generate returns/collections sufficient to repay the loan (self-liquidating) and that its operations and costs are viable under economic conditions (economically feasible).
