The Chief of Staff, through the Corps of Engineers, is tasked to construct the access road and undertake all infrastructure work including water system, drainage, and electrification for the Maharlika Village.

The Presidential Assistant on Housing and Resettlement is responsible for implementing the project study and development of housing, cemetery, electrification, educational and cultural facilities, markets, clinics, and other supportive infrastructure for the village.

The project is to be financed through a loan from a government financing institution, under the condition that the project is self-liquidating and economically feasible.

An amount of P5 million was released for the initial development of the Maharlika Village from the General Funds.

The Administrative Committee is authorized to issue rules and regulations for the management and administration of the village, including the disposition and transfer of the land titles to qualified Muslim applicants.
