The amendments to PCAR Part 8 are based on the power vested under Republic Act 9497, otherwise known as the Civil Aviation Authority Act of 2008, and in accordance with the Philippine Civil Aviation Regulations Part 1 and Regulations Amendment/Revision Procedure with Board Resolution No: 2012-054 dated 28th September 2012.
PCAR Part 8, specifically section 8.10.1.1 regarding the limitation and curtailment of privileges of pilots who have attained their 60th, 65th, and 67th birthdays, was amended.
Pilots who have attained their 60th birthday face limitation of their flying privileges, which is detailed in the section 8.10.1.1 of PCAR Part 8, specifically pertaining to age restrictions and conditions for flying commercially.
For international commercial air transport operations requiring more than one pilot as flight crew, one pilot can be up to 65 years old provided the other pilot is less than 60 years old.
Check airmen who have reached their 65th birthday or who do not hold an appropriate medical certificate may continue their check airman functions but may not serve as or occupy the position of a required pilot flight crew member on an airplane engaged in commercial air transport operations.
The Memorandum Circular took effect fifteen days after compliance with the requisite single newspaper publication and filing of a copy with the U.P. Law Center - Office of the National Administrative Register.
