The main purpose of MTC Resolution No. 03, S. 2003 is to pilot test and establish the guidelines for the accreditation of IMO Model Courses 7.01 (for Master and Chief Mate) and 7.02 (for Chief and Second Engineer officers) as compliance with the training requirements under the 1995 amendments to the STCW Convention.

Every master and chief mate of seagoing ships of 3000 GT or more, and every chief engineer officer and second engineer officer of seagoing ships powered by main propulsion machinery of 3000 kW or more must complete the approved education and training as specified in the IMO Model Courses 7.01 and 7.02.

For IMO Model Course 7.01, applicants must be deck officers holding an STCW '95 certificate at the operational level with at least one year of sea service in that capacity. For IMO Model Course 7.02, applicants must be marine engineer officers holding an STCW '95 certificate at the operational level with at least one year of sea service in that capacity.

Instructors must be Master Mariners holding an STCW '95 certificate, with either two years of seagoing service as Master or one year as Master plus three years as Chief Mate, have completed course 6.09 or have a Master's degree, have at least one year of teaching experience or related training instruction experience, be familiar with the ISM Code, and have attended a briefing/workshop for management level instructors.

Persons with specialized qualifications such as those from PNI Club, Marine Insurance, etc., may be invited as guest lecturers or resource persons. They are not required to meet the standard qualification requirements for instructors or assistants.

Assessors for Course 7.01 must be Master Mariners holding an STCW '95 certificate with at least two years seagoing experience in that capacity, have completed course 3.12, and have at least two years of assessment experience. For Course 7.02, assessors must be Chief Engineers holding an STCW '95 certificate with similar experience and credentials.

The interim arrangements provided under MTC Resolutions No. 6, s. 2002 and No. 8, s. 2002 end on February 1, 2004, which necessitates the immediate implementation of the IMO Model Courses 7.01 and 7.02 thereafter.

They are considered to have complied with the education and training requirements for certification of candidates in the management level under the 1995 amendments to the STCW Convention.

Shipowners are enjoined to pay or share the cost of training to lessen the financial burden on the candidates.

Priority is given to training centers or institutions whose programs are subsidized by shipowners or recognized organizations, to benefit trainees financially.
