To abolish the Road Board and provide for the disposition of the Motor Vehicle User’s Charge collections for road-related infrastructure, while amending RA 8794.
RA 11239 amended Section 7 of RA 8794, requiring all monies collected to be remitted to the National Treasury under a special account in the General Fund earmarked solely for the construction, upgrading, repair, and rehabilitation of roads, bridges, and road drainage.
Section 9 of RA 8794 is repealed by RA 11239.
It renumbered it as Section 8 and amended it as “Implementing Rules and Regulations,” requiring the DBM, DPWH, and DOTr secretaries to promulgate rules within 30 days from effectivity.

The Road Board is abolished.
DPWH shall, as needed, absorb the employees of the secretariat of the abolished Road Board without diminution of salaries and other benefits.
They shall receive separation benefits under Republic Act No. 6656, and qualified employees may retire under existing laws with the retirement benefits they are entitled to.
DPWH is subrogated to all rights and assumes all obligations and liabilities of the Road Board, and all records, property, assets, equipment, funds (including unexpended appropriations/allocations) are transferred to DPWH.
It created a Congressional Oversight Committee to monitor implementation of RA 8794 as amended and the use of the special funds established therein.
Five (5) Members of the House and five (5) Senators, appointed by the Speaker and the President of the Senate respectively, with one (1) from the Minority in each House; it is jointly chaired by one House Member and one Senator designated by their respective leaders.
They must be earmarked solely for road-related infrastructure: construction, upgrading, repair, and rehabilitation of roads, bridges, and road drainage.
If any provision is declared unconstitutional or invalid, the remaining parts not affected remain in full force and effect.
All laws, decrees, orders, rules and regulations, and other issuances or parts inconsistent with RA 11239 are repealed or modified accordingly.
