The main purpose of Republic Act No. 11239 is to abolish the Road Board and provide for the disposition of the Motor Vehicle User's Charge collections, amending Republic Act No. 8794 regarding the use of such collections for road infrastructure projects.

All monies collected under the Motor Vehicle User's Charge Act shall be remitted to the National Treasury under a special account in the General Fund, earmarked solely for the construction, upgrading, repair, and rehabilitation of roads, bridges, and road drainage included in the annual General Appropriations Act.

Section 9 of Republic Act No. 8794 was repealed by RA 11239, and the succeeding sections were renumbered accordingly.

The secretaries of the Department of Budget and Management (DBM), Department of Public Works and Highways (DPWH), and Department of Transportation (DOTr) shall jointly promulgate the rules and regulations within thirty days from the effectivity of RA 11239.

The Road Board created under Republic Act No. 8794 was abolished by RA 11239.

The Department of Public Works and Highways shall absorb the employees of the Road Board's secretariat without diminishing their salaries and benefits. Those separated will receive separation benefits under RA 6656, and those qualified may retire with applicable retirement benefits.

The Department of Public Works and Highways (DPWH) is subrogated to all rights and assumes all obligations and liabilities of the Road Board, including all records, property, assets, equipment, funds, and unexpended appropriations.

The Committee consists of five members from the House of Representatives and five Senators, appointed by their respective leaders. One member from each house must come from the minority. It is jointly chaired by a member of the House and a Senator.

The Committee is created to monitor the implementation of RA 8794, as amended, and oversee the use of the special funds established under the Act.

The Act took effect fifteen days after its publication in the Official Gazette or in a newspaper of general circulation.
