Philippine Tropical Fabrics (PTF) are fabrics containing natural textile fibers (NTFs) produced, spun, woven, or knitted, and finished in the Philippines, which have been tested and certified by the DOST-PTRI as compliant with the provisions of R.A. No. 9242.

All fabrics used for uniforms and other purposes must have a natural fiber component of at least five percent (5%) by weight for natural textile fibers and silk.

They must submit: (a) Certification from DOST-PTRI stating the fabric complies with R.A. No. 9242; (b) Attestation from textile producer that fabric is part of certified stock; and (c) Permit to Transport Fibers from DA-PhilFIDA indicating the origin of the fiber.

The Technical Committee oversees effective implementation of the law, formulates a roadmap for implementation, identifies strategies, evaluates programs, recommends improvements, and resolves implementation issues. It is composed of DOST-PTRI, DTI, CSC, and DA-PhilFIDA representatives.

The Department of Science and Technology-Philippine Textile Research Institute (DOST-PTRI) is responsible for fabric testing, issuing evaluation of test results, and issuing PTF Certifications.

The CSC is responsible for releasing and disseminating issuances to ensure compliance, monitoring government agencies' compliance, consolidating and submitting reports to Congress, and providing secretariat services to the Technical Committee.

The textile producer must issue a certification of the insufficient supply. This certification must be submitted to the CSC, which will then issue an appropriate notice of exemption.

These Rules take effect fifteen (15) days after their publication in a newspaper of general circulation.
