The Rules are issued by the Civil Service Commission (CSC) pursuant to the powers vested in it under R.A. No. 9242 (Philippine Tropical Fabrics Law), in coordination with the DA, DOST, DTI, and in consultation with concerned private stakeholders.
To instill patriotism and nationalism among the people—especially public officials and employees—by ensuring loyalty to the Republic, promoting the preferential use of locally manufactured goods that use local resources, and making them competitive to generate wider employment and greater benefits to the country.
Government officials and employees occupying regular positions (appointive or elective) in all branches, subdivisions, instrumentalities, and agencies of the government, including GOCCs with original charters, LGUs, SUCs, LUCs, and LWDs.
No. Aside from official uniforms, the Rules also apply to other purposes in government offices and functions that require the use of fabrics.
The Rules do not apply to consultants, apprentices, and workers hired through job orders, contracts of service, and GOCCs without original charters. However, their use of PTF as official uniform is highly encouraged.
Exemption may be allowed only if the specifications required of the particular uniform cannot be met by the PTF properties.
Certification is a document issued by DOST-PTRI confirming compliance with R.A. No. 9242 test standards of a batch of textiles produced.
Attestation is a document issued by a textile producer to fabric suppliers and/or garment manufacturers attesting that a certain quantity of PTF is from a certified batch of textiles produced.
At least five percent (5%) by weight for natural textile fibers (NTFs) and silk.
Suppliers must submit (1) DOST-PTRI Certification (compliant with R.A. No. 9242, Annex B), (2) Attestation from the textile producer (part of a stock certified by DOST-PTRI and identified as marked in the selvage), and (3) Permit to Transport Fibers from DA-PhilFIDA stating fiber origin.
The producer issues a certification stating such failure; this is submitted to the CSC for the issuance of an appropriate notice of exemption.
A Technical Committee is created, composed of representatives of DOST-PTRI, DTI, CSC, and DA-PhilFIDA.
Serve as Head of the Technical Committee; conduct fabric testing and ensure compliance, issuing test reports/evaluation/certification; receive and evaluate exemption requests and issue exemption notices; and develop technologies/improve products and processes through research.
Release and disseminate issuances for agency compliance, monitor wearing of PTF uniforms, consolidate technical committee reports to Congress, and provide secretariat services to the Technical Committee (meetings, documents, minutes, and records).
Each Technical Committee member agency submits a status report not later than September to the CSC (as secretariat) for evaluation; the CSC then submits an annual report to Congress on or before the end of December every year.
Heads of agencies must submit to the CSC a report on implementation and compliance not later than the first week of August of every year.
Issues/concerns must be addressed in writing and resolved by the Technical Committee member agency responsible as identified—for example, fabric testing and certification issues are handled by DOST-PTRI.
