1. FILING OF PETITION
   On 07 May 1993, a petition for election of officers of KKMK-MWSS was filed by Bonifacio De Guzman.

2. BLR RESOLUTION
   Perlita Bathan-Velasco, Director of the Bureau of Labor Relations (BLR), issued a resolution directing KKMK-MWSS to conduct an election for union officers.

3. MOTION FOR RECONSIDERATION
   Incumbent officers, led by President Genaro Bautista, filed a motion for reconsideration with the BLR, which was denied on 08 July 1993.

4. APPEAL TO SECRETARY OF LABOR
   Bautista and others appealed to the Office of the Secretary of Labor, claiming the BLR acted with grave abuse of discretion.
