Allegations Against Respondent

In his reports, Judge Mogol identified Pamisaran’s failure to deliver funds promptly. In Case P-131, he noted that Pamisaran neglected to hand over Valencia’s P1,000.00, evident from a lack of action despite repeated demands. In Case P-154, he confirmed that Borlongan’s P4,600.00, intended for a redemption payment, was never delivered to the appropriate party. Judge Mogol highlighted a pattern of negligence in other cases handled by Pamisaran.

Evidence of Misappropriation

The records indicate that Pamisaran received Valencia's P1,000.00 in December 1969, but did not turn it over until July 1970, despite a prior assurance of payment within two months. In Case P-154, during an administrative hearing, he failed to account for the P4,600.00 even almost a year post-receipt, offering a mere excuse regarding a personal trip, reflecting a severe lack of accountability.
