Dissatisfied with Judge Bacal's report, the OCA sought a second opinion from Acting Executive Judge Dennis Z. Alcantar, who, in his September 25, 2012 report, found Lumilang administratively liable for incompetence. His investigation revealed that court personnel and attorneys consistently expressed concerns regarding her translation skills, concluding that she failed to accurately interpret testimonies.

OCA's Recommendations

The OCA, represented by Court Administrator Jose Midas P. Marquez and Deputy Court Administrator Jenny Lind R. Aldecoa-Delorino, recommended that Lumilang be re-docketed as a regular administrative matter and held liable for inefficiency and incompetence, proposing a three-month suspension without pay for her failings. They highlighted her track record of mistakes and her subpar performance ratings.
