The Regional Trial Court (RTC) of Manila rendered a decision on May 16, 2006, approving a compromise agreement between parties. Torres later accused De Jesus of refusing to return these titles despite having received substantial attorney's fees. An administrative complaint was filed against De Jesus on November 6, 2007, leading Risos-Vidal to issue an order requiring De Jesus to respond.

Allegations and Counterclaims

As the situation escalated, Risos-Vidal began representing Torres and filed a comment contending that De Jesus had already overstepped in his fee demands. Subsequently, De Jesus filed an administrative complaint against Risos-Vidal, claiming that she acted unethically by preparing documents in support of Torres’s complaint against him while utilizing her position to further her interests.

IBP Proceedings

The IBP-CBD took up the complaint, with Commissioner Salvador B. Hababag conducting the necessary proceedings. He found that De Jesus failed to substantiate his claims against Risos-Vidal with sufficient evidence and recommended that the complaint be dismissed due to a lack of merit. The IBP Board of Governors adopted this recommendation on February 26, 2010, affirming that De Jesus did not meet the burden of proof required for the serious allegations he made.
