Facts:
In Luis K. Lokin, Jr. v. Commission on Elections and the House of Representatives (G.R. Nos. 179431-32 & 180443, June 22, 2010), Citizens’ Battle Against Corruption (CIBAC) filed its party-list nomination for the May 14, 2007 elections. Its original five nominees, submitted on March 29, 2007, included Emmanuel Joel J. Villanueva (first), Luis K. Lokin, Jr. (second), Cinchona C. Cruz-Gonzales (third), Sherwin Tugna (fourth), and Emil L. Galang (fifth). These names, each with a written acceptance, were published in The Philippine Star and The Philippine Daily Inquirer. On May 7, 2007, CIBAC withdrew Lokin, Tugna, and Galang and added Armi Jane R. Borje, reducing its list to three. After the polls, Villanueva submitted members’ petitions confirming withdrawal and requested implementation. The COMELEC en banc, however, set the dispute for hearing (E.M.
