Facts:
On March 17, 1989, at about 7:30 AM near the airport road of Masbate Domestic Airport in Masbate Province, Congressman Moises Espinosa, Sr. and his security escorts Antonio Cortes, Gaspar Amaro, and Artemio Fuentes were assassinated by a lone gunman. Another escort, Dante Siblante, survived with a gunshot wound. In Criminal Case No. 9211, TSg. Harry O. Tantiado of the PC Criminal Investigation Service filed an amended complaint before the Municipal Trial Court of Masbate accusing, among others, Vicente Lim, Sr., Mayor Susana Lim, Jolly T. Fernandez, Florencio T. Fernandez, Jr., Nonilon A. Bagalihog, Mayor Nestor C. Lim, and Mayor Antonio Kho of multiple murder and frustrated murder. On July 31, 1989, the municipal judge found probable cause and recommended P200,000 bail for each accused, issuing warrants of arrest.
