Facts:
In Heirs of Emiliano Navarro v. Intermediate Appellate Court and Heirs of Sinforoso Pascual (G.R. No. 68166, February 12, 1997), private respondents’ predecessor, Sinforoso Pascual, filed in March 1960 an application to register 146,611 square meters of newly formed land in Sibocon, Balanga, Bataan, claiming it as an accretion to his riparian lot covered by Original Certificate of Title No. 6830, bounded east by the Talisay River, west by the Bulacan River, and north by Manila Bay. The Government, through the Director of Forestry, opposed, alleging the land was part of the public domain. Separately, Emiliano Navarro had secured a fishpond permit over part of the same foreshore land.
