Facts:

The 1st Municipal Circuit Trial Court (Cortes) convicted petitioners of Unlawful Arrest on November 23, 2011 (Crim. Case No. M-1467). The Regional Trial Court, Branch 4, Tagbilaran City affirmed the conviction but modified the penalty on May 17, 2013 (Crim. Case No. 15504).
