    • In 1991, the Metropolitan Waterworks and Sewerage System (MWSS) launched the Angat Water Supply Optimization Project (AWSOP) Distribution System Phase, consisting of two contracts: APM-01 (43,305 m watermains) and APM-02 (31,491 m watermains), funded by a Japan OECF loan under PD 1594.
    • Clause IB-34 of the bidding documents permitted alternative pipe materials: Asbestos Cement, Cast Iron, Polyethylene, PVC, Ductile Iron, Steel, and Fiberglass Pressure Pipes (≥ 300 mm).

  • Ombudsman Proceedings
    • On 7 April 1992, PLDPPMA filed a complaint with the Office of the Ombudsman alleging MWSS favoritism toward fiberglass suppliers, flawed specifications, and improper addenda, and urged suspension of awards.
    • Ombudsman referred the complaint to MWSS for comment, then ordered a fact-finding investigation; report submitted on 14 September 1992.
    • In its 19 October 1992 Order, the Ombudsman directed MWSS to set aside its PBAC-CSTE recommendation for fiberglass and instead award to a complying responsive bidder under PD 1594. A motion for reconsideration was denied on 1 March 1993.
