Executive Order No. 170 establishes the Metropolitan Manila Land Transportation Coordinating Council (MMLTCC) as the highest policy-making body on traffic management in Metropolitan Manila, with the power to review existing laws and regulations, resolve issues, and involve the private sector in traffic and land transportation policies.

Composition of the Council

  • Chairman: Chairman of the Metropolitan Manila Authority.
  • Members include key Cabinet officers and heads of departments: Regional Development for NCR, Transportation and Communications, Public Works and Highways, Interior and Local Government, Education, Culture and Sports.
  • General Manager of the Metropolitan Manila Authority serves as an ex-officio member.

Powers and Functions of the Council

  • Review existing laws, policies, and regulations on traffic and transportation and recommend improvements.
  • Identify and resolve issues arising from the implementation of traffic-related laws and regulations.
  • Utilize funds allocated for operational needs and policy implementation concerning traffic and transportation management.
  • Request assistance from any government agency or public service company to fulfill its duties.
  • Encourage private sector participation in traffic and transportation policy formulation and implementation.

Council Committees and Their Functions

  • Committee on Enforcement: Formulates traffic enforcement plans, rationalizes traffic enforcers' development, and improves enforcement of traffic laws.
  • Committee on Engineering: Reviews and recommends traffic engineering plans, coordinates road network improvements and maintenance.
  • Committee on Education and Information: Develops traffic education and information programs, monitors their implementation.
  • Committee on Urban Transport Services: Assists private sector in urban transport development under BOT/BLT schemes, monitors projects, and recommends policies for mass transport.

Role and Functions of the Executive Director

  • Coordinates day-to-day Council activities and directs committee tasks.
  • The Executive Director is designated from the General Manager or deputies of the Metropolitan Manila Authority.
  • Supported by a Secretariat and Traffic Management Monitoring and Evaluation Officer.
  • Responsible for providing technical and secretariat support, directing policy integration, liaising with government bodies and local governments, coordinating legislative measures, and calling on agencies for assistance.

Metropolitan Manila Authority's Role

  • Retained as the lead agency for implementing approved traffic and transport plans.
  • The General Manager or designated deputies act as Chief Operating Officer for implementation.

Support from Police and Local Government Units

  • The Philippine National Police, through specific commands and bureaus, assists in implementing traffic and transport plans.
  • Local Government Traffic Management Units also support the Metropolitan Manila Authority in implementation.

Supervision of Traffic Enforcement Personnel

  • Philippine National Police exercise operational control and supervision over all traffic enforcement personnel assigned from DOTC, Metropolitan Manila Authority, local units, or other agencies.
  • Administrative supervision remains with the personnel's respective agencies.

Funding for the Council

  • Departments and agencies forming the Council must allocate a portion of their budgets to meet the Council's administrative and operational needs.

Repealing Clause

  • All orders, rules, or regulations inconsistent with this Executive Order are repealed or modified accordingly.

Effectivity

  • The Executive Order takes effect immediately upon issuance.
