Identification System for Poor Beneficiaries
- PCFC is directed to develop a system of identification cards for poor microfinance beneficiaries.

Obligations of Executive Departments in Service Provision
- All agencies under the executive departments must provide fast and efficient services to poor beneficiaries identified by PCFC.
- This directive ensures a coordinated government approach to aid the poor through various services.
Benefits and Privileges for Cardholders
- Holders of the identification cards will enjoy multiple benefits, subject to compliance with PCFC's minimum requirements:
- Unrestricted access to PCFC's microfinance programs.
- Additional benefits such as discounts and concessions arranged by PCFC with other government agencies.
- Priority access to basic needs and services from government agencies including DSWD, DTI, NAPC, DOH, PNP, and LGUs based on eligibility criteria.
- Priority in employment opportunities in government projects, provided qualifications are met, including projects by DPWH, DND, DECS, and government-owned or controlled corporations.
Implementation and Coordination Authority
- PCFC is authorized to issue guidelines for implementing the identification card system.
- PCFC will coordinate with the National Anti-Poverty Commission (NAPC) and other agencies involved in anti-poverty programs.
Repeal of Inconsistent Issuances
- All existing executive issuances, orders, rules, or regulations inconsistent with this Administrative Order are revoked, amended, or modified accordingly.
Effectivity
- The Administrative Order takes effect immediately upon issuance on February 29, 2000.
