Legal basis and policy purpose
- Republic Act No. 4670 declares a State policy to promote and improve the social and economic status of public school teachers, their terms of employment, and their career prospects to attract and retain qualified individuals in the teaching profession.
- Executive Order No. 500 (s. 1978) established a system of career progression and promotion for public school teachers focused on classroom effectiveness.
- The order targets modernization of career progression in view of K-12 implementation and the institutionalization of the Philippine Qualifications Framework through Republic Act No. 10968.
- The order is intended to revise and update the system so it is anchored on achievement of qualifications and standards for teachers and school administrators, and to provide more opportunities for professional growth and career advancement.
- Senate and House Joint Resolution No. 4 (s. 2009) authorized the President to modify the Compensation and Position Classification System of civilian personnel.
- Section 17, Article VII of the Constitution provides the President’s control over executive departments, bureaus, and offices.
Coverage and career lines covered
- The order establishes an expanded career progression system for public school teachers.
- The system defines career lines of teachers within the public school system, covering the elementary and secondary levels, including Senior High School.
- The system complements other career pathways for professional teachers outside the public basic education school system, as may be defined by the Professional Regulation Commission (PRC).
- The system provides equivalence in duties, recognition, and compensation for teachers choosing a career line.
Classroom Teaching career line
- The Classroom Teaching Career Line consists of the following positions: (i) Master Teacher I; (ii) Master Teacher II; (iii) Master Teacher III; (iv) Master Teacher IV; and (v) Master Teacher V (Section 2).
- Advancement to Master Teacher I requires both:
- attainment of the minimum qualifications prescribed for the position as defined by the Civil Service Commission (CSC); and
- meeting the teaching proficiency level equivalent to Career Stage III (Highly Proficient) of the Philippine Professional Standards for Teachers.
School Administration career line
- The School Administration Career Line consists of the following positions: (i) School Principal I; (ii) School Principal II; (iii) School Principal III; and (iv) School Principal IV (Section 3).
- Advancement to School Principal I requires all of the following:
- attainment of the minimum qualifications prescribed for the position as defined by the CSC;
- meeting the desired proficiency level for school head as defined in the Philippine Profession Standards for School Heads; and
- passing the school head assessment conducted for the purpose and administered by the Department of Education (DepEd).
- The order provides for promotion or reclassification toward School Principal positions for incumbents of specified roles:
- Assistant School Principal I, Assistant School Principal II, and Assistant School Principal III may be promoted or reclassified for School Principal positions as professional development pledged principals, with priority in promotion or reclassification, subject to existing laws, policies, regulations, and guidelines to be formulated under this Order.
- Master Teacher I who are aspiring for a career in school administration shall be classified, upon promotion, within the School Administration Group.
- The advancement structure for the School Administration line proceeds through School Principal II, School Principal III, and School Principal IV after School Principal I, within the career line described in Sections 3 and 4.
Equivalence of classroom vs administration
- The positions in the Classroom Teaching Career Line are declared equivalent to positions in the School Administration Career Line according to the following mapping (Section 4):
- Master Teacher V ↔ School Principal IV
- Master Teacher IV ↔ School Principal III
- Master Teacher III ↔ School Principal II
- Master Teacher II ↔ School Principal I
- The equivalence operates as the career progression alignment between the two career lines.
Creation of new position titles
- Upon approval of the order, the Department of Budget and Management (DBM) shall create the new position titles:
- Teacher IV
- Teacher V
- Teacher VI
- Teacher VII
- Master Teacher V.
- DBM shall include these new titles in the index of Occupational Services, Occupational Groups, Classes and Salary Grades (Section 5).
Choice of career and switching rules
- The positions of Teacher I to Teacher VII form the base of the career system (Section 6).
- A teacher who achieves the qualifications and proficiency level required for Master Teacher I under Section 2 may choose to pursue either the:
- Classroom Teaching Career Line, or
- School Administration Career Line.
- The CSC, DepEd, and PRC shall harmonize qualification standards for teaching positions in the public school system, specifically for elementary and secondary levels, including Senior High School.
- A teacher pursuing promotion to Master Teacher II shall continue upwards in the Classroom Teaching Career Line.
- A teacher opting for a career as School Principal I shall continue upwards in the School Administration Career Line.
- Switching from one career line to another is allowed when the individual possesses all the necessary qualifications and expected competencies for the other promotion to the next higher positions in the service.
Implementing rules, separability, repeal, effectivity
- The CSC, DBM, DepEd, and PRC must jointly formulate and issue the implementing rules and regulations within ninety (90) days from the effectivity of the order (Section 7).
- Separability applies: if any part or provision of the order is declared invalid or unconstitutional, other parts not affected remain valid and subsisting (Section 8).
- Repeal and modification: all Orders, rules, regulations, and issuances, or parts thereof, inconsistent with the order are repealed or modified accordingly (Section 9).
- Effectivity is immediate upon publication in the Official Gazette or in a newspaper of general circulation (Section 10).
