Location and Description of the Reserved Parcels
- The reserved area comprises four parcels of land, all situated in Barangay Ibabang Iyam, Lucena City.
- Parcels are technically described with detailed boundaries and measurements, covering areas of 6,774 sqm (Parcel 1), 3,795 sqm (Parcel 2), 7,739 sqm (Parcel 3), and 157,811 sqm (Parcel 4).
- Total area reserved equals approximately 17.6 hectares when subdivided for intended uses.
Apportionment of Reserved Lands

- 2.5 hectares for Air Transportation Office employees housing
- 4.1 hectares for government institutions and facilities

- Portions of the reserved area currently being used or allocated for public or quasi-public purposes are excluded from disposition.
Responsibilities and Coordination
- The Air Transportation Office is tasked with securing the land titles, preparing subdivision plans, and pursuing housing projects exclusively for its employees.
- The City Government of Lucena is responsible for the boundary survey of the proclaimed area.
- The DENR Regional Office IV-CALABARZON, along with the Housing and Urban Development Coordinating Council (HUDCC), supervises boundary and subdivision surveys.
Provisions Regarding Public Facilities and Open Spaces
- The survey process must ensure the inclusion of areas for open spaces, parks, playgrounds, barangay halls, school sites, roads, alleys, and other public or quasi-public purposes for the convenience of residents.
Creation of Inter-Agency Committee
- An Inter-Agency Committee chaired by HUDCC and vice-chaired by DENR is created to formulate implementing rules concerning the housing site.
- Members include the Presidential Commission for the Urban Poor (PCUP), Lucena City Government, and a representative from the local People’s Organization.
Development Planning and Disposal of Lands
- The City Government of Lucena, with DENR coordination, shall prepare the development plan for the area reserved for government institutions and facilities for submission to the Office of the President.
