Policy basis and purpose
- The decree recognizes that rapid technological and administrative changes in the 1970s require the continuing improvement of manpower capabilities.

Creation of Assistant Secretary position
- Section 1 creates, in each executive department, the position of Assistant Secretary for Personnel Management and Development.
- The Assistant Secretary must advise the Secretary on all matters pertaining to personnel planning, management and development for the Department and its bureaus and agencies.
- The Assistant Secretary must implement Government or Department programs on these lines to improve the quality of the public service.
- Section 1 makes the Assistant Secretary the principal liaison official of the Department with the Civil Service Commission and with the office responsible for establishing a career system, professionalizing the service, and initiating, establishing, and integrating career and employee development programs.
Duties: personnel planning, management, and development
- The Assistant Secretary is responsible for advising the Secretary on personnel planning, management, and development for the Department and its subordinate entities.
- The Assistant Secretary is responsible for implementing Government or Department personnel management and development programs.
- The Assistant Secretary serves as the Department’s principal liaison to the Civil Service Commission, recognized as the central personnel agency of the government.
- The Assistant Secretary also liaises with the office tasked with building a career system in the civil service, professionalizing the service, and integrating career and employee development programs.
Assignment of duties and alternative appointment
- Section 2 applies where a department has two or more Undersecretaries, including one Undersecretary for Administration.
- In such departments, the Secretary may assign the personnel planning, management, and development duties to the Undersecretary for Administration.
- In the Secretary’s discretion, an Assistant Secretary may be appointed as provided under the decree.
Extension to certain GOCCs
- Section 3 authorizes government-owned or controlled corporations to create a similar position.
- The similar position must carry the same duties prescribed under the decree.
- Section 3 covers only those GOCCs that are not attached or otherwise administered or supervised by a department.
- A GOCC may create the position if it is considered necessary.
Effectivity and commencement
- Section 4 provides that the decree takes effect immediately.
