Free Storage Period for Breakbulk/Bulk Cargoes
- Incoming cargoes: One (1) calendar day free storage after unloading from the vessel.
- Outgoing cargoes: Two (2) calendar days free storage prior to the vessel's scheduled arrival.
- Shut-out cargoes (cargoes left behind after vessel departure): Two (2) calendar days free storage following vessel departure.
Free Storage Period for Containers
- In-loaded containers: One (1) calendar day free storage after discharge.
- In-empty containers: One (1) calendar day free storage from discharge date.
- Out-loaded containers: Two (2) calendar days free storage prior to vessel arrival.
- Out-empty containers: Two (2) calendar days free storage prior to vessel arrival.
- Stripped containers: One (1) calendar day free storage after stripping.
- Shut-out containers: Two (2) calendar days free storage after vessel departure.
- Loaded containers arriving from outside port areas: Two (2) calendar days free storage prior to vessel arrival.
Implementation and Effectivity
- The Circular was adopted on January 23, 2003.
- It takes effect fifteen (15) days after its publication.
- The Circular mandates guidance and strict compliance from concerned parties.
Legal Authority and Enforcement
- The policy amendment is enacted under the authority of the Cebu Port Commission.
- It is signed and promulgated by the General Manager, Mariano C. J. Martinez.
- Compliance with the prescribed free storage periods is required to avoid penalties or disputes related to cargo storage charges.
