Requirement for a Code of Technical Standards
- Section 40 of the Rules and Regulations implementing R.A. 8559 mandates the Board, in collaboration with the Integrated and Accredited Association of Agricultural Engineers and other relevant agencies, to develop and promulgate a Code of Technical Standards of Agricultural Engineering.
- The Code of Technical Standards must include: standard design and test procedures, material and process specifications for agricultural, aquaculture, and fishery machinery, structures, processes, and other systems.
- This Code serves as a reference for agricultural engineers in their professional practice.
Adoption of the Philippine Agricultural Engineering Standards (PAES)
- The Philippine Society of Agricultural Engineers (PSAE) adopted the PAES through Resolution No. 025, series of 2001, establishing it as the Code of Technical Standards for Agricultural Engineering.
- The PSAE forwarded the PAES to the Board for further adoption and promulgation.
Board’s Evaluation and Adoption
- After review, the Board found the PAES Volume 1, series of 2001, essential and beneficial for agricultural engineering practice in the Philippines.
- The Board, under Sections 9 of R.A. 8559 and R.A. 8981, adopted the PAES as the official Code of Technical Standards.
- The Code will serve as a technical reference for agricultural engineers in signing and sealing plans, designs, specifications, and other professional responsibilities.
Recommendation for Government Adoption
- The Board recommended that the Secretaries of the Department of Public Works and Highways and the Department of Interior and Local Government adopt the PAES as a technical reference in enforcing the National Building Code concerning agricultural buildings and structures.
Effectivity and Publication
- The Resolution adopting the PAES shall become effective fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation, ensuring widespread accessibility and enforceability.
Legal Authority and Approval
- The Resolution is issued under the Board’s authority granted by pertinent laws.
- It was duly adopted and attested by Board members and approved by the Professional Regulation Commission Chairperson and Commissioners, conferring full legal effectivity.
