Executive Order No. 452 aims to ensure the security and protection of registered vendors in the Philippines, promoting their livelihood and addressing issues faced by the poorest sectors of society, through the establishment of the Inter-Agency Council on the Security of Registered Vendors and guidelines for vendor registration and protection against arbitrary eviction and demolition.

The primary purpose of Executive Order No. 452 is to provide guidelines that will ensure the security of registered vendors in the workplace nationwide, protecting their livelihood and the interests of consumers and the public.

The Inter-Agency Council on the Security of Registered Vendors is created to formulate and implement policies and programs providing security to registered vendors.

The Secretary of the Interior and Local Government chairs the Council.

The Council includes representatives from the Philippine National Police (PNP), Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), Metropolitan Manila Development Authority (MMDA), the League of Provinces, Cities and Municipalities, the Philippine Councils League, and two representatives of workers in the Informal Sector.

The guidelines cover vendors in all cities and municipalities throughout the Philippines, requiring each local government unit to establish a system for registration and issuance of permits to vendors.

Cities and municipalities must identify and designate viable workplaces, including markets, vacant areas near markets, and other public spaces, and create a system to assign spaces to registered vendors.

Vendors shall not be arbitrarily deprived of their livelihood by unjust eviction or demolition of their stalls, except for those vendors who started occupying the workplaces after the effectivity of the Executive Order.

They are tasked to provide support for the self-development of vendors into healthy, informed, environmentally aware, progressive, and productive citizens, and to encourage vendor organization into associations.

The remaining provisions of the Executive Order shall remain unaffected, as stated in the separability clause.
