Presidential Decree No. 1138 establishes the position of Assistant Secretary for Personnel Management and Development in executive departments and government-owned or controlled corporations in the Philippines, highlighting the importance of personnel planning, management, and development in improving the quality of public service and ensuring compliance with regulations and policies.

To create the position of Assistant Secretary for Personnel Management and Development in every executive department to strengthen personnel planning, management, and development in response to administrative and technological changes.

He shall advise the Secretary on personnel planning, management, and development; implement government/department programs for improving the quality of public service; serve as principal liaison with the Civil Service Commission and the office responsible for establishing a career system; and initiate, establish, and integrate career and employee development programs.

The Assistant Secretary is designated as the principal liaison official of the department with the Civil Service Commission (the central personnel agency) and the office responsible for establishing the career system and professionalizing the civil service.

Because of the need for continuing improvement of manpower capabilities, the upgrading of attitudes and skills of government personnel, and the acceleration of personnel management and development programs, which the Civil Service Commission was already pursuing.
