PRESIDENTIAL DECREE NO. 86

: The purpose is to create Citizens Assemblies in each barrio, district, or ward to broaden citizen participation in the democratic process and provide opportunities for citizens to express their views on important national issues.
: All persons who are residents of a barrio, district or ward for at least six months, are fifteen years of age or over, are citizens of the Philippines, and are registered in the list of Citizens Assembly members kept by the barrio, district or ward secretary.
: In Manila and cities without barrios, a Citizens Assembly is created for every ward instead of a barrio or district.
: The minimum age requirement is fifteen years old.
: The barrio captain or district/ward leader can call the Citizens Assembly to meet and designate any member as acting secretary in the absence of the barrio, district, or ward secretary.
: At least one-fifth of the members must be present to constitute a quorum.
: The barrio, district, or ward secretary is responsible for keeping the list of members.
: A meeting can be called at the request of at least one-tenth of the members of the Citizens Assembly.
: A residency of at least six months in the barrio, district, or ward is required.
: The decree took effect immediately on December 31, 1972.
