This is the Report on the Judicial Audit Conducted in the Municipal Trial Court of Tambulig and the 11th Municipal Circuit Trial Court of Mahayag‑Dumingag‑Josefina, A.M. For the 11th MCTC of Mahayag‑Dumingag‑Josefina, the Audit Team found 82 pending cases (61 criminal, 21 civil) and that Judge Salvanera took no further action on 60 of them. The Audit Team further reported systemic record‑keeping lapses: missing Monthly Reports of Cases (Jan 2002–Mar 2003) and missing Docket Inventory Reports for several semesters, which complicated the audit. In response, Judge Salvanera submitted a written explanation (July 26, 2004) blaming heavy workload, lack of time, and health problems arising from his assignment to three courts; he asserted that some records had been forwarded and that Civil Case No. 183‑M had been decided on March 25, 2004 and Criminal Case No. 4633 dismissed and forwarded to the Provincial Prosecutor on July 22, 2004.
