3. It is prohibited for drivers to permit individuals on bicycles, roller skates, skateboards, or similar devices to hitch onto moving vehicles.

Monetary Penalties:
- Drivers: ₱500.00 for allowing violations.
- Passengers: ₱150.00 for hanging on to or riding outside.
- Hitchers: ₱150.00 for hitching onto a moving vehicle.

Implementation Timeline: The regulation takes effect fifteen (15) days after its publication in two newspapers with general circulation in Metro Manila.
