In 1980, President Ferdinand Marcos issued a law to establish a more effective procedure for issuing and controlling security plates for government vehicles in the Philippines, including a recall and inventory of previously issued plates, and a process for requesting and approving plates by certified officials through the National Intelligence Security Agency (NISA).

How security plates are issued

  • After the Ministry of Transportation & Communications processes requests/applications, it must transmit them to the National Intelligence Security Agency (NISA) for clearance.
  • Requests/applications properly cleared by NISA must be forwarded to the Office of the President for approval, but before any final approval, the requests/applications must be processed by NISA.
  • After the Office of the President approves requests/applications, the approvals must be returned to the Ministry of Transportation & Communications, through the Bureau of Land Transportation.
  • The Bureau of Land Transportation must be responsible for issuance, distribution of security plates to appropriate line agencies, and supervision and control of the security plates.

NISA clearance and presidential approval

  • NISA must provide clearance for requests/applications before they are forwarded to the Office of the President.
  • The instructions require that NISA process requests/applications before final approval by the Office of the President.

Assignment to one vehicle only

  • Each security plate issued must be assigned to only one vehicle.
  • Transfer to, or use on, vehicles other than the vehicle to which the security plate is assigned is not allowed.

Covered government officials and offices

  • Issuance of security plates is limited to government vehicles assisted to the following officials or offices:
    • Ministers and Deputy Ministers and officials of equivalent ranks.
    • The Chief Justice and Justices of Supreme Court, and the Presiding Justice and Justices of the Court of Appeals.
    • Officials and offices that, by reason of their position and the nature of their duties, are certified by NISA as in need of security plates.
