Legal basis and related issuances
- Executive Order No. 620-A amends Executive Order No. 620 (series of 2007) by changing the TriDev Commission’s composition and clarifying its structure and functions.
- It expressly repeals, amends, or modifies prior issuances that conflict with its provisions (Section 7).
- The QC-CBD planning and master development framework under Executive Order No. 620-A integrates existing urban development plans, including a World Bank study mentioned in the Commission’s functions (Section 3(a)(2)).
Policy purpose and development objectives
- Executive Order No. 620 (as the basis for the mandate continued under Executive Order No. 620-A) aims to rationalize and speed up the development of the East and North Triangles and the Veterans Memorial area of Quezon City into a well-planned, integrated, environmentally balanced, mixed-use development model.
- The Executive Order directs a comprehensive plan for urban development, business development, and marketing that integrates the highest and best use of properties under a re-planned, mixed-use scheme.
- The Commission is expanded and its responsibilities clarified to enable more effective execution of its mandate (preamble).
Coverage: QC-CBD land areas
- Section 1 provides that the proposed Quezon City Central Business District (QC-CBD) covers:
- East and North Triangles.
- Veterans Memorial Medical Center Area.
- Ninoy Aquino Parks and Wildlife.
- Section 3(a) directs the Master Development Plan to cover a 250 hectare area of the QC-CBD.
Expanded TriDev Commission composition
- Section 2 expands the Urban Triangle Development (TriDev) Commission to include:
- The Chairman of the Housing and Urban Development Coordinating Council (HUDCC), who shall sit as Chairman of the Tri-Dev Commission.
- A representative from the Office of the Mayor of Quezon City as Co-Chairman.
- The General Manager of the National Housing Authority as member.
- A representative from the Office of the President as member.
TriDev Commission powers, purposes, and duties
- Section 3 vests the TriDev Commission with powers and purposes to oversee QC-CBD planning and implementation through the Master Development Plan for the 250 hectare area.
- The Commission must oversee transformation of the area into a well-planned, integrated and environmentally balanced, mixed-use development (Section 3(a)).
- Under Section 3(a)(1), the Commission must:
- Formulate plans and programs mutually beneficial to all concerned for the development components, processes, and strategies.
- Determine the best use of the properties covered by Executive Order No. 620-A, subject to the proprietary rights of the respective owners.
- Under Section 3(a)(2), the Commission must:
- Review, evaluate, and/or integrate already available urban development plans from the national government and Quezon City local government, including the World Bank Study on the “Preparation of a Comprehensive Framework Plan for the Development of a Central Business District in Quezon City.”
- Under Section 3(a)(3), the Commission must:
- Form a Technical Working Group to provide technical assistance in preparing the Master Development Plan and executing implementation strategies for all stages of the QC-CBD project.
- Under Section 3(b), the Commission must manage, control, and direct the implementation of the Master Development Plan, including to:
- Section 3(b)(1): Formulate deal structures and enter into agreements with property owners in the QC-CBD area without prejudice to proprietary rights, including agreements between and among Commission members.
- Section 3(b)(2): Recommend issuance of executive orders, proclamations, and other issuances for re-planning, re-classification, or reversion of properties for mixed-use development.
- Section 3(b)(3): Formulate a viable resettlement program for qualified informal settler families in the 250-hectare QC-CBD project area.
- Section 3(b)(4): Monitor and manage implementation of QC-CBD subprojects in accordance with the approved Master Development Plan.
- Section 3(b)(5): Vest responsibility and power in the Chairmen to ensure agreements for implementing the Master Development Plan conform to the National Government’s overall developmental thrusts.
Socialized housing fund requirement
- Section 4 requires that all revenues representing the share of the National Housing Authority as land owner of properties within the QC-CBD area—arising from sale, lease, joint venture, and other schemes—shall be used solely for Socialized Housing Programs.
- Section 4 requires the establishment of a separate Trust Fund for Socialized Housing Programs.
Government support and initial operational funding
- Section 5 mandates that all departments, bureaus, offices, and national government agencies and instrumentalities provide necessary support and expertise to facilitate implementation of the Master Development Plan for the QC-CBD.
- Section 6 provides that the TriDev Commission’s initial operational costs shall be covered by funds approved by the Office of the President, upon recommendation of the Department of Budget and Management.
Repeal and amendment; effectivity rule
- Section 7 repeals, amends, or modifies all other executive orders, proclamations, issuances, rules and regulations, or parts thereof, that are inconsistent with Executive Order No. 620-A.
- Section 8 makes the Executive Order effective immediately upon publication in a national newspaper of general circulation.
