Authority, effectivity, and timing
- Section 1 directs that, on the thirtieth day after the approval of the Act, the Subprovince of Catanduanes shall be separated from the Province of Albay.
- Section 1 further establishes that, on that date, the separated territory shall constitute a separate independent province called the Province of Catanduanes.
- Section 10 states the Act takes effect on its approval.
- Section 3 and Sections 4–6 govern how existing officials continue to serve and when the next elections apply.

- Section 5 provides that the present mayors, vice mayors and municipal councilors of municipalities within the new province remain in their respective offices.

- Section 6 provides that justices of the peace and other appointive municipal officials and employees of the municipalities in the former subprovince continue to perform their duties.
- Section 6 requires that continuity under Section 6 be in accordance with law.
Assets, obligations, and property division
- Section 8 directs that, upon establishment of the new province, the funds and obligations and the property of all kinds assigned to Albay and Catanduanes are distributed equitably between the two provinces.
