EXECUTIVE ORDER NO. 433

Purpose: This Executive Order establishes the criteria for conferring Presidential Citations to recognize exceptional contributions by private business individuals and entities, both foreign and local, to the Philippine economic and development goals.
Authority: Issued by President Fidel V. Ramos under the powers vested in him by law.

Recognition of Private Sector Role: The Constitution acknowledges the critical contribution of the private business sector to nation-building.
Contribution to Progress: The private sector's efforts are essential for enhancing global competitiveness and achieving excellence, significantly impacting the country's progress.

Categories of Awardees: The criteria for awarding Presidential Citations are detailed based on the type of contribution:
- For Investors:
  - Must have an equity investment of at least US $100 million or provide at least 5,000 jobs.
  - Must have operated in the Philippines for over 10 years.
  - Must maintain a good track record in:
    - Labor relations
    - Environmental practices
    - Community relations
- For Exporters:
  - Must have annual exports exceeding US $1.0 billion in merchandise or US $50 million in services.
- Special Award:
  - Awarded to a world-renowned corporation poised to make significant investments that would result in substantial financial resources and long-term employment for Filipinos.

Eligibility: The Presidential Citation is awarded to private business individuals and entities, recognizing their exceptional contributions toward Philippine economic and development goals.
Conferment: The award is conferred directly to the Chairman or Chief Executive Officer of the corporation or enterprise, especially to mark significant corporate milestones.

Award Documentation: The Presidential Citation will be documented in a formal citation containing the signature of the President.

Lead Agency: The Department of Trade and Industry is designated as the lead agency responsible for the implementation of this Executive Order.
Consultation and Promulgation: The Department must consult with relevant departments and issue guidelines for implementation within thirty (30) days from the date of the Executive Order.

Immediate Effect: This Executive Order takes effect immediately upon issuance.
