Policy, purpose, and coverage
- The proclamation is issued to provide relocation site land for Informal Settler Families along Estero de San Miguel.
- The proclamation covers certain parcels of land located in Barangay 412, Zone 42, Legarda, Sampaloc, Manila.
- The proclamation is implemented through DSWD administration and DENR issuance of a Special Patent in favor of RP.
Property declared alienable and disposable
- The proclamation declares the listed parcels of land alienable and disposable for relocation site purposes for Informal Settler Families along Estero de San Miguel.
- The parcels have an aggregate area of EIGHT HUNDRED SEVENTY-FOUR (874) SQUARE METERS, more or less.
- The proclamation grants the declared ownership in the name of RP, to be administered by DSWD.
- The proclamation makes the grant subject to actual ground survey and prior rights.

Administration, development, and implementing rules
- The DSWD shall administer, manage, and develop, if needed, the lots reserved under this Proclamation.
- The DSWD shall formulate implementing rules and regulations for Proclamation No. 689, including the preparation of a comprehensive housing and development plan for the area reserved.
- For the housing and development plan and implementation, the DSWD may call upon other government agencies and instrumentalities, as well as concerned peopleas organizations and non-government organizations, and consult communities that may be affected.
DENR authority to issue patent
- The DENR Secretary is authorized to issue a Special Patent over the subject parcels of land in favor of RP.
Conditions, reservations, and formal issuance
- The grant of ownership and the reserved relocation site purpose are subject to actual ground survey and prior rights.
- The proclamation requires that the executive issuance is completed with the President’s signature and the seal of the Republic of the Philippines.
- President Benigno S. Aquino III signs Proclamation No. 689; Paquito N. Ochoa, Jr., Executive Secretary, countersigns it.
