Creation of Victoria Municipality
- The barrios of Acedillo, Calagundian, Culab-og, Erenas, Mauo, Palanit, San Juan, San Ramon, and Viriato are organized into an independent municipality.
- The newly created municipality is known as the municipality of Victoria.
- The seat of government of Victoria is at the barrio of Mauo.
- The creation is expressly tied to the organization of specified barrios coming from an existing municipality.
Territorial adjustment from Allen
- The municipality of Allen retains its territory minus the portion comprised in the barrios included in the municipality of Victoria.
- The territorial reduction ensures Allen’s present territory is adjusted to reflect the transfer of the named barrios to Victoria.
Official action requirements
- Victoria’s legal existence depends on administrative readiness to comply with labor standards under the Minimum Wage Law.
- The required certification must be issued by either the Provincial Treasurer of Samar or the Secretary of Finance.
- The required local leadership must be installed through appointment and qualification of:
- the mayor,
- the vice-mayor, and
- a majority of the councilors.
