Creation of Separate Intelligence and Enforcement Offices

The order is issued under the President’s control and supervision over executive departments, bureaus, and offices under Article VII, Section 17 of the Constitution.
It cites Presidential Decree (PD) 1772, which grants the President continuing authority to reorganize the National Government, including the power to create, amend, change, or modify powers, functions, and authorities.

Section 1 creates two separate offices from the Bureau of Customs’ Intelligence and Enforcement Group (IEG).

Section 2 requires that the IG and EG be each headed by a deputy commissioner.

- Deputy Commissioner for Enforcement and Security (DC-ES).

Section 3 requires that recommendations be subject to evaluation by the Department of Finance (DOF) and the Department of Budget and Management (DBM).
