Election date and conduct rules
- Section 3 mandates that the election be conducted in conformity with the Election Code insofar as the provisions are applicable.
- Section 4 requires existing boards of election inspectors to meet for revision of the list of voters and registration of new ones on October 7, 1939.
- Section 4 provides that each election inspector and poll clerk shall receive two pesos (PHP 2) for each day of actual service rendered.
- Section 4 provides that two watchers may be appointed for each polling place by the national directorates of existing political parties or by their duly authorized representatives.

Ballots and language requirements

Election returns, delivery, and canvass

- Section 6 mandates distribution of copies: one copy is deposited in the ballot box for valid ballots.
- Section 6 mandates delivery: the two remaining copies must be delivered to the proper municipal treasurer, who must immediately forward by registered mail one copy to the Secretary of the National Assembly and the other copy to the Secretary of the Interior.

Appropriations and election-related expenses
- Section 7 appropriates PHP 350,000, or so much thereof as may be necessary, out of any funds in the Philippine Treasury not otherwise appropriated.
- Section 7 requires that payment of election-related expenses be subject to the approval of the Secretary of the Interior.
- Section 7 includes as covered expenses those incurred in holding the election on October 24, 1939.
- Section 7 expressly includes printing, publication, posting, and free distribution of copies of the amendments to the Constitution and the ordinance appended thereto, in English and Spanish.
- Section 7 provides that distribution should be in principal native languages whenever practicable.
Effectivity and publication timing
- Section 8 provides that the Act takes effect upon its approval.
- The Act was approved September 19, 1939.
- Section 2 requires publication in the Official Gazette in three consecutive issues at least ten days prior to the election for Sections 2, 3, and 6.
