Purpose and effect of amendment
- The circular amends BC No. 11 to adjust the timing of the year-end bonus and related benefits for government personnel.

- The amended timing provisions apply to the grant of the benefits covered by BC No. 11 for FY 1996 and years thereafter.
Amendment to option for advance payment (Paragraph 4.3)
- Paragraph 4.3 of BC No. 11 is amended to allow government personnel to exercise an option for an advance payment of one-half (1/2) of the benefits authorized.
- The advance payment option must not be availed earlier than May 1.
- The advance payment option must not be availed later than May 31 of each year.
- The remaining balance of the benefits must be paid not earlier than November 15.
- The remaining balance must be paid not later than November 30 of each year.
Amendment to payment schedule limits (Paragraph 10)
- Paragraph 10 of BC No. 11 is amended to establish payment timing limits for the authorized benefits.
- Payment of the benefits must not be earlier than May 1 but must not be later than May 31 in the applicable case.
- Payment of the benefits must not be earlier than November 15 but must not be later than November 30 in the applicable case.
- The circular ties the applicable payment window to the case described in BC No. 11, consistent with the May and November ranges.
Adoption and immediate effect
- The circular is adopted on April 24, 1997.
- The Secretary of the DBM certifies adoption through signature of Salvador M. Enriquez, Jr.
- The amendatory circular takes effect immediately.
