The Governor-General may authorize the sale or lease, whenever he believes the public interests will be promoted thereby.
Private individuals, associations, or corporations.
They are to be governed under the public land laws or under Act No. 3038.
To subdivide the San Ramon Prison and Penal Farm and the Iwahig Penal Colony lands into lots not exceeding 100 hectares each, and to sell or lease those lots, including buildings and improvements.

No single individual, association, or corporation may buy or lease directly or indirectly more than one lot.
Applications for smaller lots shall be given preference over applications for bigger lots.

The prisons and penal farms must be established on public lands reserved from time to time by the Governor-General.
Five hundred thousand pesos (₱500,000) from any funds in the Insular Treasury not otherwise appropriated.
Including compensation of additional personnel, purchase of equipment and furniture, and other necessary miscellaneous expenses.
The Director of Prisons expends the funds with the approval of the Secretary of Justice.
No. No part shall be set up on the books of the Insular Auditor until it is necessary to make the payment(s).
It shall take effect on its approval.
