Proclamation No. 1463 was issued in light of R.A. No. 9492, which amended Section 26, Chapter 7, Book 1 of E.O. No. 292 (Administrative Code of 1987) to rationalize the celebration of national holidays.
Holidays (except those religious in nature) are moved to the nearest Monday unless otherwise modified by law, order, or proclamation.
To enable Filipinos to have a more meaningful observance of Christmas and New Year, and to strengthen ties among the people.
Maundy Thursday — March 20, 2008 (Thursday); Good Friday — March 21, 2008 (Friday).
It was set on April 7, 2008 (Monday), consistent with the rule of observing it on the Monday nearest April 9.
May 1, 2008 — Thursday.
Independence Day — June 9, 2008 (Monday), observed on the Monday nearest June 12.
August 25, 2008 (Monday), which is the last Monday of August.
Bonifacio Day — December 1, 2008 (Monday), observed on the Monday nearest November 30.
Christmas Day — December 25, 2008 (Thursday); Rizal Day — December 30, 2008 (Tuesday).

It provides that the proclamation declaring Eidul Fitr shall be issued after determining the date using the Islamic (Hijra) or lunar calendar, or Islamic astronomical calculations; the Office on Muslim Affairs must inform the Office of the President of the determined date.
DOLE must promulgate the implementing guidelines for the proclamation.
