LOI No. 991 is an executive issuance by the President intended to regulate and control the issuance and use of “security plates” on government vehicles, mainly for national security and conservation of energy by limiting non-official use.
Requests/applications must be submitted through their respective ministries to the Ministry of Transportation & Communications, through the Bureau of Land Transportation.
The National Intelligence Security Agency (NISA) must provide clearance.
The Office of the President, after NISA processing and clearance.
The LOI indicates that even after initial clearance, the requests are processed by NISA again before final approval is granted by the Office of the President.
