It identifies RA 10635 as the “Marina STCW Administration Act of 2014,” establishing MARINA’s role as the implementing and enforcing “single maritime administration” for STCW-related requirements in the Philippines.

It must establish a simplified, uniform, consistent assessment and licensing system so that multiple overlapping examinations/assessments are not duplicated across processes.
The Administrator chairs the CHED TPME, ensures METPs are structured/delivered per STCW, coordinates monitoring with CHED, harmonizes evaluation procedures for MHEIs, and maintains lists of compliant/non-compliant/suspended/phased-out METPs/ATPs.
He/she periodically provides prospective lists of program statuses; monitors/evaluates reports of incidents and non-compliance, conducts periodic/random monitoring; and issues/supervises STCW-related operational directions to divisions and MARINA regional offices.
To ensure Certificates of Competence and Endorsements are issued in accordance with STCW Regulation 1/2, and that each certificate is assigned a unique number.
Authentication of all COCs/COEs/COPs may be made exclusively by MARINA’s STCW Certification Division, while authentication of documentary evidence may only be made by the issuing entity; any authentication by others is prohibited.
Authenticating seafarer documents by any person/entity other than the STCW Certification Division (for COCs/COEs/COPs) or the issuing entity (for documentary evidence) constitutes a prohibited act.
It must consist of seven registered masters with at least one-year command on sea-going ships of 3,000 GT+ within the last five years, who are qualified/certificated assessors, with integrity/professionalism, and with specific tanker, educator/trainer, and simulator-assessor experience distributions.

POSE assists MARINA’s Administrator and the STCWO Executive Director in ensuring Philippine STCW compliance, conducts monitoring/audits/evaluations for MHEIs/MTIs, supports curriculum development, improves quality systems, and may temporarily act for examination board members upon designation.
