Executive Order No. 433, issued in the Philippines in 1990, implements energy conservation measures including a reduction in petroleum fuel sales, limitations on government use of petroleum products, regulated use of air-conditioning units, and energy conservation programs for trade and industry associations, with the aim of stretching the country's oil supply and preventing depletion of inventories.

It is an Executive Order by the President directing the immediate implementation of additional energy conservation measures to stretch petroleum supply and reduce depletion of petroleum product inventories amid the uncertain oil supply situation.

All departments, agencies, offices, government-owned and/or controlled corporations, local government units, and other government instrumentalities.

They must limit their use of petroleum products to essential activities that are properly authorized by the respective heads of the agencies.

The mandated reductions under EO No. 418 are increased to 15% for electricity consumption and 10% for fuel consumption.

They must be switched on at the start of office hours but not earlier than 8:00 a.m., and turned off one (1) hour before the regular closing hour.

It is 'in addition to' NEMO No. 17: air-conditioners must be turned off except air-handling units in centralized systems during lunch breaks; for window-type and package-type units, they shall be switched to 'FAN' only.

It does not strictly require them; it 'encourages' private buildings and offices to adopt similar measures.

DTI, in consultation with appropriate trade and industry associations, must develop energy conservation programs targeting the 15% electricity and 10% petroleum products consumption reduction, including pinpointing responsibility for monitoring and reporting.

It must require industrial, commercial, and transport establishments consuming annually more than one million fuel oil equivalent liters of energy (including liquid fuels and electricity) to submit an energy conservation program targeting 10% fuel reduction and 15% electricity reduction.

Appropriate conservation targets must be adopted taking into account realistic usage, in coordination with the Office of Energy Affairs.

Daily screening time is from 12:00 noon to 9:00 p.m. only.

They shall operate from 10:00 a.m. to 8:00 p.m., Monday to Sunday.

Outdoor identification lights must be turned off by 9:00 p.m., except those needed for security reasons and signs for establishments used solely as hospitals, sanitaria, medical centers, and funeral parlors; establishments using decorative lights are enjoined to desist until the energy situation normalizes.

They may be used from 6:00 p.m. to 9:00 p.m. only.

LGUs are urged to enact ordinances ensuring compliance with sanctions/penalties, including suspension or closure of establishments found to be habitually violating the energy conservation measures.

DOTC must accelerate adoption and implementation of reasonable measures restricting the use of motor vehicles during peak hours, Sundays and legal holidays, or over certain streets during stated hours to conserve fuel.

It requests ERB to consider measures restricting operating hours of petroleum retail outlets (gasoline stations), including possible closure during Sundays and holidays, with safeguards to ensure proper fuel distribution—especially to jeepneys and other mass transportation vehicles.

It urges all concerned sectors to cooperate fully in the nationwide energy conservation effort.
