Gloria Macapagal-Arroyo expands the Urban Triangle Development Commission to enhance the planning and implementation of a mixed-use development in Quezon City's Central Business District, ensuring efficient land use and social equity through a comprehensive Master Development Plan.

Questions (EXECUTIVE ORDER NO. 620-A)

EO 620-A expands the composition of the Urban Triangle Development (TriDev) Commission and clarifies its structure and functions, thereby amending EO 620, series of 2007.

The QC-CBD coverage includes: (a) East and North Triangles; (b) Veterans Memorial Medical Center Area; and (c) Ninoy Aquino Parks and Wildlife.

The Chairman is the Chairman of the Housing and Urban Development Coordinating Council (HUDCC), who sits as Chairman of the Tri-Dev Commission.

The Co-Chairman is a representative from the Office of the Mayor of Quezon City.

Members are: (1) the General Manager of the National Housing Authority (member); and (2) a representative from the Office of the President (member), besides the Chairman and Co-Chairman positions.

To oversee the preparation of the Master Development Plan for the 250-hectare QC-CBD area to transform it into a well-planned, integrated, environmentally balanced, mixed-use development.

It must formulate plans and programs for development components, processes, and strategies, determine the best use of covered properties in line with QC-CBD objectives, and do so subject to the proprietary rights of the respective owners.

It must review, evaluate and/or integrate available urban development plans from national government and Quezon City local government, including the World Bank study on the preparation of a comprehensive framework plan for developing a central business district in Quezon City.

The TWG provides the Tri-Dev Commission with needed technical assistance in preparing the Master Development Plan and executing implementation strategies for all stages of the QC-CBD project.

It may manage, control, and direct implementation, including formulating deal structures and entering agreements with property owners (without prejudice to proprietary rights), recommending executive orders/proclamations for re-planning/re-classification/reversion, formulating a resettlement program, monitoring QC-CBD subprojects, and ensuring agreements conform to the National Government’s developmental thrusts.

All departments, bureaus, offices, government agencies, and instrumentalities of the national government are mandated to provide necessary support and expertise for implementation facilitation.

Initial operational costs are funded through such sums as may be approved by the Office of the President upon recommendation of the Department of Budget and Management.

It takes effect immediately upon its publication in a national newspaper of general circulation.

It repeals, amends, or modifies all other executive orders, proclamations, issuances, rules and regulations, or parts thereof that are inconsistent with EO 620-A.
