The present Representative for the Fourth District of Albay is considered as the Representative of the Province of Catanduanes during his term of office.
They remain in their offices until their successors are elected at the next election and have duly qualified.
They continue performing their duties in their respective municipalities according to law.
Albay shall have three Representatives, and the present First, Second, and Third Districts of Albay continue as districts of that province.
They shall be equitably distributed between the two provinces in a manner recommended by the Auditor General and approved by the President.
All acts or parts of acts inconsistent with it are repealed.
It shall take effect on its approval.
